One way of getting links that is completely overlooked is simply to ask for them. I know that sounds crazy, but if you are already providing good content for people, there is no harm in asking for a link back to your site.
You could do this in as simple a way as “please link to us if you found this page useful” and actually provide the html code for them to do so. If all they have to do is copy and paste the code into the page they will be more likely to do it (especially if you write the code so that when a visitor clicks upon the link it will open in a new window, leaving the other site open in the background)
Having the correct anchor text for your link is very important, and is the technique I use on my pages.
